Founder & President
Ms. Guo is a real estate financing professional with over 10 years of experience operating a regional center for EB-5. Prior to founding ARCFE, she worked at a U.S. immigration law firm, providing consulting services to guide other regional centers for their successful approval.

She entered the real estate business in the metropolitan New York area since 2010. Ms. Guo possesses a strong finance, marketing and real estate background. Being an active real estate investor in New York herself, Ms. Guo understands the market very well, and she knows exactly what to look for in projects that will minimize the risks while still producing the highest possible returns.
JOHN MCINERNEY, MBA
Vice President
Mr. John McInerney is a real estate professional, who has had over 40 years working experience in both real estate financing and real estate development prior to joining ARCFE. He is responsible for evaluating and selecting the right projects for ARCFE and managing ongoing investments. Under his direction, ARCFE has built a team that has extensive experience and expertise in the New York real estate market. Prior to joining ARCFE, he worked as Senior Vice President of Chatham Development Company, a premier real estate developer in Long Island.
MAY ZHANG, CFA, MBA
Chief Operating Officer
Ms. Zhang is a professional with over 20 years of experience in credit and market risk management for commercial loan underwriting and portfolio management. She has been responsible for credit risk, market risk, credit review and monitoring for Commercial & Industrial loans, Commercial Real Estate loans and Small Business loans. Prior to joining ARCFE, she worked at various financial institutions including Capital One,RBS America, KPMG Consulting and PricewaterhouseCooper (PwC).
HAN JUN LI, Esq.
Compliance Officer
Mr. Li is an immigration attorney with over 10 years of experience in U.S. immigration. He has extensive knowledge and experience in EB-5, EB-2, EB-3, H1B, et cetera. He is currently a member of the American Bar Association (ABA), New York State Bar Association (NYSBA) and American Immigration Lawyers Association (AILA). Mr. Li holds a Bachelor’s degree at the renowned Columbia University and his J.D. degree at Fordham University in New York City. He has provided consulting services for individuals and multinational corporations in the U.S., China, Taiwan and HongKong. He has prepared and filed thousands of successful EB-5 petitions for investors from all over the world, including Vietnam, India, China, Taiwan, et cetera.
SERENA AN, MBA
Investor Relations Manager
Ms. An has many years of work experience serving high net-worth international clients with their personal and family financial planning needs. Prior to joining ARCFE, she worked as a personal banker for a U.S. commercial bank in New York City. She is currently responsible for consulting services to ARCFE clients during their EB-5 journey.
TED NIKOLOV
Project Construction Manager
Mr. Nikolov has over 20 years of experience in construction management. He is responsible for overseeing the development and construction progress of ARCFE EB-5 projects. Prior to joining ARCFE, he worked as the Director of Engineering Design and Construction at a premier real estate development firm. Under his supervision and leadership, ARCFE has successfully ensured the construction is progressing on schedule and that investment costs are strictly managed.
KEVIN NGUYEN
Head of Representative Office (Vietnam)
Kevin currently manages the Representative Office of ARCFE in Vietnam. He is responsible for advising on EB-5 capital from Vietnamese investor enter to U.S through projects were sponsor by ARCFE as well as developing and managing partner relationship in Vietnam. Prior to joining ARCFE, he worked for a U.S. base investment-linked immigration consultancies and has successfully developed and fostered a reliable immigration agent network. Additionally, Kevin has supported many Vietnamese investors to successfully participate in the EB-5 program.
